										<content:encoded><![CDATA[<p>Victim Assistance/Disability Support is an integral part of Project RENEW&#8217;s humanitarian work in Quang Tri Province. The goal is to assist victims of Explosive Ordnance (UXO) and Agent Orange (AO) and other disabled families to restore their lives and livelihoods through the following key activities:</p>
<ul>
<li>Build capacity for the provincial Disabled Persons Organization (DPO) to better represent the rights and benefits of disabled persons.</li>
<li>Encourage ERW victims and disabled persons to participate in public information and dissemination campaigns in order to improve their awareness and understanding of their rights.</li>
<li>Continue the Prosthetics and Orthotics outreach program to provide artificial limbs and other assistive devices to disabled persons in need of physical rehabilitation.</li>
<li>Replicate successful vocational training models in order to provide disabled persons with income generation opportunities.</li>
<li>Seek USAID and other funding to bring support and interventions into the homes of severely disabled persons suffering from problems related to AO, to make their lives more bearable.</li>

										<content:encoded><![CDATA[<p>Project RENEW, in partnership with Norwegian People’s Aid (NPA), and other governmental and non-governmental organizations will continue to expand the implementation of Explosive Ordnance (EO) Survey and Clearance, to reduce EO accidents through safely neutralizing unexploded ordnance which will provide local communities with higher levels of safety.</p>
<p>This objective also supports the citizens and local authorities of Quang Tri Province in achieving social-economic development through clearance of EO.</p>
<p>In addition to the non-technical, technical survey, and clearance operations to identify contaminated areas and clear the contaminated land, Project RENEW will utilize mobile explosive ordnance disposal quick response teams to rapidly and effectively remove and destroy cluster munitions and other EO reported by the community.</p>

<p>World War I and World War II-era bombs are still found by the thousands in European countries, even today. According to <a href="http://www.spiegel.de/international/germany/unexploded-bombs-in-germany-the-lethal-legacy-of-world-war-ii-a-584091.html">Spiegel Online</a>, in Germany alone, more than 2,000 tons of aerial bombs and all sorts of munitions ranging from hand grenades and tank mines to artillery shells are recovered each year.  So it is impossible – and <em>not necessary – </em> to clean up every bomb and mine in Vietnam.  The real goal must be to <em>make Quang Tri safe ­</em>– which means placing priority on removing cluster bombs, grenades, mortar and artillery rounds, and other small ordnance on the ground or just under the surface – the main items that kill and injure children, farmers, and other adults.</p>
<p>Project RENEW’s practical successes in clearance of UXO during the past ten years, in partnership with Norwegian People’s Aid (NPA), have proven that removal and destruction of the most lethal threat must be the priority, that the danger can be confronted, and ordnance can be cleaned up, safely.  That’s where MRE plays an integral role – by educating children and adults, who must continue to live with the threat of UXO, about how they can live safely, how they can avoid accident and injury, how they can be part of the day-to-day solution to this problem.</p>
<p>The clean-up of wartime debris will likely continue for years. However, children and adults can be safe if they are educated about UXO risks and provided with guidance on what to do when they encounter ERW around their homes and gardens, roadsides and school yards. Accordingly,  RENEW will sustain its integrated Community Reporting Network (CRN) in support of EOD operations. There are 185 CRN members, consisting of Youth Union officers and school teachers, who are responsible for reinforcing UXO safety messages and engaging the local population in reporting UXO sightings to Project RENEW’s teams for timely and safe removal.</p>
<p>Project RENEW&#8217;s Mine Risk Education Program has been funded by Irish Aid since 2015.</p>
